the crew office has informed us of the following change that has been made to the system concerning engineers and trainmen who have previously taken a displacement notification, been moved to the bump board, and subsequently were then used in extra service or began a layoff event while on the bump board. These employees will no longer be considered as having had their bumps expire while on the layoff board or while away from home working and subjecting them to force assignment at the expiration of their 24 or 48 hour bump. In this situation the employee will be allowed a two hour grace period following their mark-up or tie-up time to complete their bump.

As follow-up to our partnership meetings, we moved a change yesterday that we have been discussing.
Prior to the Change
When an employee takes notification of displacement, if prior to making a placement there is a subsequent layoff or working event, the 24/48 hour notification clock continues to run. If the notification period expires while the employee is working or layed off, as soon as the employee marks up or ties up, they are assigned due to the fact that their bump has expired.
After the Change
When an employee takes notification of displacement, if prior to making a placement there is a subsequent layoff or working event, if the notification expires while working or layed off, when the employee ties-up/marks up, they will be granted 2 additional hours to make a placement even if their bump has expired.
In either case, if the employee takes notification while layed off or our working, the bump time does not start until they tie-up/mark-up. This is not changing.
There is no written agreement that has been signed to support this change. It is simply a grace period that has been added in order to provide the employee time to make a placement.
