The engineers count on a 15 day cycle and as a average we use 18-20 as the window of starts we stay in. We get that by adding up all of the outbound starts(177 for the last two weeks), multiplying those by four to get the total inbound start count and create a monthly total. Likewise, we subtract the turns that tied up in Sheridan without making it to a AFHT(Zerofor the last two weeks), those turns that tied up at home will be multiplied by two. We divide the outbound starts minus the turns that tied up in Sheridan by the current number of turns in the pool. Anything under 18 we cut until we can get to 18 and anything over 20 we add until we can get back to 20.
